Found this through Tumblr, thought I'd try. I'm still figuring out what kind of character my Anthony shall be. I'm leaning towards the navy because I'm not too familiar with how the army works. What kind of position would be best for an intelligent but lowborn man? He's educated but doesn't have rich friends.

In the Navy? Hmm. We have openings for midshipmen and/or master's mates and petty officers of all ranks/trades.

The army's easy enough to work out - though I really ought to write up a quick guide at some point. (For both Services, thinking about it.)

I'll come up with a bio. And is here some Photoshop magician I can turn to who could put an actor into a nice uniform for my avatar?

I may have a suitable cap or caps for a uniform, depending on the actor and the pics available for him. I am still learning Photoshop, but my current av is one of my latest efforts, so if that's a good enough standard for you, I'll give it a go.

Oh, that avatar looks like the uniform was originally part of it. I'll search a fitting actor. Should be British, about 35-40, brunette...

Nope; the actor there is Gaspard Ulliel, and to my knowledge he has not yet done anything set in the Napoleonic era - let alone played an officer of the 60th Rifles. (The cap used for the uniform and background is one of Captain Frederickson, taken from Sharpe's Siege.) Thanks for the compliment!
